travelling allowance to- Position of the question- peculiar. Recommended.
It remains to be considered whether travelling expenses ought not to be thrown on the Surveyor. Public interest are likely to suffer and I entirely agree with you in this.

Put to the Treasury this 40th of next month: but I wish to hear what Sir F. Rogers will say on the date from which it should commence.
It is hardly likely that an answer will be received by Monday's mail & therefore this is sent in anticipation.
I certainly think that the allowance should cover both travelling and outlay generally.
I will reply by the next mail, which will be sent back then on the 3rd of May.
I was told by R.M. Ball (quoting from pencilled note on Mr. Wilson's letter) that substantially the decision of 22nd Dec'r 1865 was not communicated to MacDonnell till 23rd Nov. 1866.
